Around ten percent of terminally ill patients in Germany require specialised outpatient palliative care (SOPC); a much larger number needs general outpatient palliative care (GOPC). Of course, both general and specialised palliative care is required on an inpatient basis, as well – in hospitals and hospices for example – but there is still a shortage of trained personnel in many of these areas.

In addition, research is needed in order to evaluate the effectiveness of different interventions and care models and to align the available resources of caregiving family members and professional caregivers with changes in morbidity and in age structure of patients.

The working group has reviewed the situation in Germany and published a statement on palliative care in February 2015. It gives recommendations on how the comprehensive provision of high-quality palliative care can be ensured in view of the growing number of patients of advanced age with chronic and multiple illnesses and the shrinking size of younger generations.
