SUMMARY:The Human Right to Science: New Directions for Human Rights in Scie

DESCRIPTION:The protection of human rights in science has long been provide
 d for in international law, namely in Article 27 of the Universal Declarati
 on of Human Rights or Article 15 of the International Covenant on Economic,
  Social and Cultural Rights. Still, the issue has been by and large neglect
 ed by the scientific community, the discussions that have taken place barel
 y scratched the surface. They have often glossed over the freedom of scient
 ists, neglecting the rights of others to benefit from scientific progress, 
 but also the other moral considerations in light of which the rights of sci
 entists may have to be restricted, including other human rights, except may
 be for intellectual property. Additionally, debates have been mostly concer
 ned with the human rights of scientists abroad, rather than at home, and ha
 ve also understated the concurrent human rights duties and/or responsibilit
 ies of other states, international organisations and private individuals or
  groups such as corporations, but also private or semi-public research inst
 itutions. Things have started to change, largely thanks to the UN Special R
 apporteur in the Field of Cultural Rights and her work on the content and s
 cope of what she referred to as the “human right to science”. This conferen
 ce aims to bring the first results of the discussions launched at the UN to
  bear on discussions at the level of national academies, therefore contribu
 ting to a broader debate. Following a general presentation of the main issu
 es in contention by the UN Special Rapporteur, an afternoon panel of specia
 lists and stakeholders will explore these issues in a specific context, nam
 ely that of international seed policy. This international conference is the
  fifth edition of the Symposium “Human Rights and Science”, initiated by th
 e HRC of the German National Academy of Sciences Leopoldina, presided by Pr
 of. Hans-Peter Zenner (Tübingen, Germany). The local conference organisers 
 are Prof. Samantha Besson (Delegate for Human Rights of the Swiss Academies
  of Arts and Sciences, University of Fribourg, Switzerland), Prof. Bruno Go
 ttstein (HRC of the German National Academy of Sciences Leopoldina, Univers
 ity of Berne, Switzerland) and Dr Roger Pfister (Head of International Coop
 eration at the Swiss Academies of Arts and Sciences). The organisers gratef
