The Berlin Process is an intergovernmental initiative which was started in 2014 by the German Federal Government to support the integration of the Western Balkan countries into the European Union and foster regional cooperation in Southeast Europe. It involves 16 European nations and the European Commission.

Since 2015, the Berlin Process has included a dedicated pillar on science, education, research, innovation and knowledge transfer. This is coordinated by the German National Academy of Sciences Leopoldina. The annual Berlin Process Joint Science Conference brings together stakeholders and experts involved in this pillar.

The Berlin Process is celebrating its 10th anniversary this year, and Germany is holding the rotating presidency. The 2024 Joint Science Conference will focus on two key topics:

1.    Developing a joint position from scientific organisations in the Western Balkans and Southeast Europe on the next EU Framework Programme for Research and Innovation (FP10);

2.    The “third mission” of scientific and cultural organisations to strengthen democracy and the European idea in the Western Balkans and Southeast Europe, in response to rising ethnonationalist and anti-European tendencies, and disinformation.

The conference aims to produce a Joint Statement with a set of conclusions and recommendations that will be fed into the 10th Western Balkans Summit of Heads of State and Government. This is scheduled for 14 October 2024 in Berlin and takes place upon the invitation of German Chancellor Olaf Scholz.
