Science and innovation are the foundation of Europe’s prosperity, competitiveness and resilience in the face of global and internal challenges. To strengthen European science, enable the free exchange of knowledge and translate scientific findings into innovation more rapidly, the EU is currently developing a new Framework Programme for Research and Innovation, FP10, for the period 2028 to 2034. Together with the European Research Council (ERC) and the national academies of the Netherlands, Slovakia, Finland and Cyprus, the German National Academy of Sciences Leopoldina has published key proposals to inform this process. The joint paper, Brussels Messages: Europe can only deliver on its ambitions with research and innovation, proposes, among other things, establishing the free movement of knowledge as a fifth European freedom, alongside the free movement of goods, persons, services and capital.
