His main scientific publications are in Astrophysics, Space Research and Plasmaphysics. Towards the end of the sixties he became more strongly involved in scientific policy and scientific research organisations. He was Chairman of the German Science Council from 1969 to 1972, President of the Max Planck Society from 1972 to 1984, General Director of the European Space Agency ESA from 1984 to 1990, President of the Alexander von Humboldt Foundation from 1989 to 1999 and Chairman of the Board of Governors of the International University Bremen from 1999 to 2004.
